Roy Beck, who also serves as its president and chief executive officer, found the NumbersUSA Education and Research Foundation. The establishment is a grassroots organization in the United States with an online network of over 9 million members. To implement the immigration proposals of two national commissions, a bi-partisan congressional and a presidential one, he created NumbersUSA in 1996.
